The estimated cost for the pumping plant and <br />pipeline is $142,900, as shown in Table B-7. It is presently anticipated that the pumping <br />plant will operate about 60 days per year for 24 hours per day, to supplement irrigation <br />water in the canal when the lower divisions are being served. Operation would probably <br />be for 2 to 3 days at a time, the length of individual irrigation runs, throughout the <br />irrigation season. <br /> <br />Construction of the pumping plant is recommended for several reasons. First, the <br />pumping plant and reservoir would provide supplemental water for irrigation in the <br />Lamar Division. This would augment the water presently available from other sources <br />(such as Puebla Reservoir). At the proposed operatian level of the pumping plant, it <br />would provide about 900 acre-feet of irrigation woter annually, with operation and <br />maintenance costs, including power costs of roughly $5,400 per year, and annual <br />amartized costs for capital improvements of $12,700 per year. This compares with <br />purchasing an equivalent I amount of water at about $20.00 per acre-foot, or $18,000 per <br />year. Second, the ability to transfer water from the reservoir back into the canal would <br />make the reservoir useful for regulating flows in the lower portions of the canal, <br />providing more stable and efficient operation of the canal. <br /> <br />The reservoir inlet structure is a single-bay concrete structure (see Photograph II) <br />and is in relatively poor condition with widespread, but moderate, concrete damage, and <br />general disrepair of the steel radial gate and hoist. Power operation of this gate appears <br />justifiable due to its critical nature and could be provided with a portable power unit. <br />This would require replacement of the existing hoist with a drum-type hoist compatible <br />with the portable power unit. <br /> <br />The rehabilitation of the inlet structure would consist of the following: <br />I. Repairing the deteriorated concrete; <br />2. Reconditioning the steel radial gate; <br />3. Replacing the existing hoist with a drum-type hoist. <br /> <br />In order to comply with the State Engineer's recommendations regarding the <br />construction of an emergency spillway, and to provide additional storage capacity in <br />Thurston Reservair, it is proposed that the crest of the dam be raised three feet to an <br />approximate elevation of 3806. This would provide about 840 acre-feet of additionol <br />capac ity in the reservoir. <br /> <br />I In order to provide 900 acre-feet of irrigation water ot the Lamar Division, the <br />Canal Company must divert 1,500 acre-feet at the Fort Lyon Canal headgate. <br /> <br />30 <br />
