The total decreed amount that the City is legally entitled
to divert on an absolute basis is approximately 23,673 acre-feet per
year with additional decrees on a conditional basis for approximately
3,040 acre- feet per year. These are the so called "paper rights". Of
this amount, approximately 20 percent, or about 5,075 acre-feet, are
estimated to be potentially available as a supply for future use by the
City. The amount that can actually be used for municipal purposes is
further restricted by the capacities of the pipelines between the
source and the distribution system. These capacities will be establish-
ed in the next section of this report.

Much of the water that is available for use by the City
for municipal purposes may be used for irrigation on the City
Ranch instead. If the City were to divert the full amount potentially
available at the pipeline intakes as a supply for municipal use, the
ranch would have limited value as an agricultural investment.
