I

I

I

The Delta City No. 3 Reservoir has never been completed
although the conditional decree for 98.5 acre-feet has been continued
to August 1978. This proposed reservoir is not located directly on a
water course, but the site is near the headwaters of the West Fork of
Doughspoon Creek. The reservoir was approved for construction by the
State Engineer and Forest Service in 1965 based on Plans and
Specifications perpared by Engineer Paul Shields. Shortly thereafter,
some work was accomplished including construction of the outlet
works, cutoff trench, and some portions of the embankment based on
these Plans. The Plans and Specifications were amended in 1968 by
Engineer Robert Adams, but interest in the construction Was not
resumed until 1972. Due to the time that would be involved in
approving the amended Plans, it was decided to resume work according
to the original approved Plans. However, Engineer C. A. Cannon,
concerned about recent landslides in the immediate vicinity of the
proposed site, requested the Colorado Division of Water Resources to
conduct a reconnaissance geological investigation. Their report
indicated the site was a risk and that a detailed geologic study
would be required before the State Engineer would allow storage
in the proposed reservoir although construction could continue.
Work on the Delta City No. 3 Reservoir has since been discontinued.

I

I

I

I

I

I

The Pitcairn and Dugger Reservoirs were purchased in 1963
from Dan W. and Alberta M. Kehmeier. The Pitcairn Reservoir,
formerly identified as Meyer's Reservoir, is located on the head-
waters of the East Fork of Doughspoon Creek above the Doughspoon
Aqueduct. The Pitcairn Reservoir and its enlargement have absolute
decrees for a total of 105.0 acre-feet.

I

I

The Dugger Reservoir is located on the headwaters of Oak
Creek and has absolute decrees for a total of 212.0 acre-feet.
In 1972, the City of Delta determined that it would not be feasible
from an engineering or economic point of view to raise the reservoir
dam to a sufficient height to store its conditional decree for
138.0 acre-feet. The conditional decree was therefore abandoned.
In November 1974, the State Engineer cancelled the conditional
decree since no due diligence had been shown.

I

I

I

I

I

I

I

II - 18

I
