<br />Table~ 2 and 3 ~how that the summer llow recommendation of 2.4 cfs is available 50% of the
<br />time April through June. 20% of the time in July and 5% of the lime in August throughout Ihe
<br />entire reach. Tables 2 and 3 also show that the winter recommendation of 2.1 cfs is not
<br />available. Based on Ihe above water availability analysis and the requiremenl of the C\VCB slaff
<br />to balance the needs of mankind with a reasonable preservation of the natural environmcnt the
<br />recommended summer and winter llows of 2.4 cfs and 2.1 cfs were reduced further. Staff
<br />recommends that the proposed llow recommendation be changcd to 2.4 cfs (April 15 - June 30).
<br />1.2 cfs (July I - August 31). 0.5 cfs (September I - March 14) and 0.8 cfs (March 15 - April
<br />14). Tables 4 and 5 below show how often the new llow recommendations are available at the
<br />upstream and downstream terminus in orange shading.

<br />Stair reviewed local precipitation dala sels from 4 different sites located around the JQS Gulch
<br />Drainage (see Precipilation Data in Appendix C). These sites include Rangely. Rifle. Collbran
<br />and ~1eeker (See Figure J). Table 6 shows Ihe waler year and the percent of average
<br />precipitation recorded at e.Kh site.
