However, 0.35 cfs will provide an average depth ranging <br />from 0.15 to 0.175 feet, and a maximum depth of 0.20 feet, which should allow for fish <br />passage through the deeper parts of the riffles. <br /> <br />Relationship to Management Plans. At the time the resource management plan for this area <br />was completed in 1988, BLM was not aware of a fishery in Spring Creek. However, during the <br />1990's, BLM discovered and documented a Colorado River Cutthroat Trout fishery. The 1988 <br />plan specifies that BLM will place emphasis and priority on protection and rehabilitation of <br />streams with Colorado River Cutthroat Trout populations. The BLM is very interested in <br />protecting streamflows because the agency is working to prevent a listing of Colorado River <br />Cutthroat Trout under the Endangered Species Act. <br /> <br />The BLM requests that the Board recognize that this recommendation is based only upon the <br />minimum flows necessary to support cold-water fishery values. BLM may wish to work with the <br />Board and/or through the Colorado water rights system to appropriate flows to optimally protect <br />fish values and to protect other water-dependent values specified in BLM Resource Management <br />Plans. <br /> <br />Data sheets, R2Cross output, fishery survey information, and photographs of the cross section are <br />enclosed to support this recommendation.
