It is staffs opinion that the eight years of stream-
flow data analyzed is representative of average to slightly below average water-years.

Existing Water Right Information

Staff has analyzed the water rights tabulation and consulted with the Division Engineer Office to
identify any potential water availability problems. There is one decreed surface diversion within
this reach of stream (Craig Ditch). Based on this analysis staff has determined that water is
available for appropriation on North Fork Mesa Creek, between Long Canyon and the Cedar
Creek Ditch, to preserve the natural environment to a reasonable degree without limiting or
foreclosing the exercise of valid existing water rights.

CWCS Staff's Instream Flow Recommendation
Staff recommends the Board form its intent to appropriate on the following stream reach:

Seament: Long Canyon to Cedar Tree Ditch

Upper Terminus: Long Canyon at
(Latitude 380 33' 48") (Longitude 108045' 22")
Lower Terminus: Cedar Tree Ditch at
(Latitude 380 29' 45") (Longitude 108047' 38")
Counties: Mesa, Montrose
Length: 5.9 Miles
USGS Quad(s): Uncompahgre Butte, Calamity Mesa, Red Canyon
Flow Recommendation: 1.90 (March 15t - March 31 5t)
2.75 (April 1 5t - May 31 5t)
0.50 (June 15t - February 29th)
