<br />Table 2 above shows that the summer recommendation of 12.4 cfs is available for the months of <br />April I st through July 14th only. The winter flow recommendation was further reduced to 4.3 cfs <br />for the time period of July 15th through March 31 st based on limited water availability, <br />Precipitation Data <br />Staff reviewed local precipitation data sets from 2 different sites located around the Canyon <br />Creek Drainage (see Precipitation Data in Appendix C). These sites include Rifle and Glenwood <br />Springs. It is staffs <br />opinion that the 14 years of stream-flow data analyzed is representative of slightly below average <br />water-years. <br />Existing Water Right Information <br />Staff has analyzed the water rights tabulation and consulted with the Division Engineer Office to <br />identify any potential water availability problems. There are several decreed surface diversions <br />within this reach of stream, however based on the stream gage located just upstream of the <br />Northside Ditch water is available. Based on this analysis staff has determined that water is <br />available for appropriation on Thompson Creek, from North & South Thompson Creeks to the <br />Northside Thompson Ditch Headgate, to preserve the natural environment to a reasonable degree <br />without limiting or foreclosing the exercise of valid existing water rights. <br /> - 5 - <br />
