It is staffs <br />opinion that the 13 years of stream-flow data analyzed is representative of slightly above average <br />water-years. <br /> <br />Existing Water Right Information <br /> <br />Staff has analyzed the water rights tabulation and consulted with the Division Engineer Office <br />(DEO) to identify any potential water availability problems. There are 2 decreed surface <br />diversions (Possum Creek Ditch and Possum Ditch #1) within this reach of stream. After <br />discussing the above water availability analysis with the DEO and taking into account the <br />existing diversions, the summer recommendation was reduced to 2.4 cfs from May 1 st through <br />August 14th and the winter recommendation was reduced to 1.6 cfs from August 15th through <br />April 30th. Based on this analysis staff has determined that water is available for appropriation <br />on Possum Creek, from Headwaters to the East Canyon Creek, to preserve the natural <br />environment to a reasonable degree without limiting or foreclosing the exercise of valid existing <br />water rights. <br /> <br />- 5 - <br />
