<br />~~ <br /> <br />2 <br />Water Availability. BLM is not aware of any decreed diversions within this reach. This portion of Spring <br />Creek has never been gaged, but periodic flow measurements have been taken. Obtaining a reliable estimate <br />of streamflows will require comparison with similar watersheds or reliance on regional streamflow equations <br />developed by the U.S. Geological Survey. <br /> <br />Relationship to Management Plans. BLM is very interested in protecting flows in Spring Creek because it <br />supports a fishery and a diverse and stable riparian community. This stream serves as a reference reach for <br />other Uncompahgre Plateau streams that have more human use impacts. It is one of the few perennial <br />streams managed by BLM on the eastern side of the Uncompahgre Plateau on which diversions do not occur <br />until the stream reaches the valley floor. <br /> <br />The BLM requests that the Board recognize that this recommendation is based only upon the minimum flows <br />necessary to support cold-water fishery values. BLM may wish to work with the Board and/or through the <br />Colorado water rights system to appropriate flows to optimally protect fish values and to protect other water- <br />dependent values specified in BLM resource management plans. <br /> <br />Data sheets, RlCross output, fishery survey information, and photographs of the cross section are enclosed to <br />support this recommendation.
