It is staff's <br />opinion that the 5 years of stream-flow data analyzed is representative of average water-years. <br /> <br />Existing Water Right Information <br /> <br />Staff has analyzed the water rights tabulation and consulted with the Division Engineer Office <br />(DEO) to identify any potential water availability problems. The Lewis Ditch is the senior <br />calling right on Thomas Creek and should call water through this reach of stream when water is <br />available. However, after discussing the above water availability analysis with the DEO and <br />taking into account the existing diversion records, the summer recommendation was reduced to <br />1.5 cfs from May 1 st through July 31 st and the winter recommendation was reduced to 0.5 cfs <br />August 1 st through April 30th. Based on this analysis staff has determined that water is available <br />for appropriation on Thomas Creek, from the Outlet of St. John Reservoir to the Lewis Ditch <br />Headgate, to preserve the natural environment to a reasonable degree without limiting or <br />foreclosing the exercise of valid existing water rights. <br /> <br />CWCB Staff's Instream Flow Recommendation <br />Staff recommends the Board form its intent to appropriate on the following stream reach: <br /> <br />Seament: Outlet St. John Reservoir to Lewis Ditch Headgate <br /> <br />Upper Terminus: Outlet St. John Reservoir at <br />(Latitude 390 19' 00") (Longitude 107009' 46") <br />Lower Terminus: Lewis Ditch Headgate at <br />(Latitude 390 20' OS") (Longitude 1070 11' 03") <br />Counties: Pitkin <br />Length: 1.8 miles <br />USGS Quad(s): Mount Sopris <br />Flow Recommendation: 1.50 cfs (May 1 st - July 31 st) <br />0.50 cfs (August 1 st - April 30th) <br /> <br />Thomas_Creek _ ISF _ RPT _vI .doc <br /> <br />- 5- <br />
