It is staffs opinion that the seven years of stream-flow data analyzed is representative of
average to slightly above average water-years.

Existing Water Right Information

Staff has analyzed the water rights tabulation and consulted with the Division Engineer Office to
identify any potential water availability problems. There are 7 decreed surface diversions
downstream of this reach of stream totaling 6.85 cfs. Based on this analysis staff has determined
that water is available for appropriation on Mill Creek, from its headwaters to the Town of
Telluride's Diversion Point on Mill Creek, to preserve the natural environment to a reasonable
degree without limiting or foreclosing the exercise of valid existing water rights.

CWCS Staff's Instream Flow Recommendation
Staff recommends the Board form its intent to appropriate on the following stream reach:

Seament: headwaters to Town of Telluride Diversion Point

Upper Terminus: headwaters at
(Latitude: 37058' 36) (Longitude: 107048' 02")
Lower Terminus: diversion point at
(Latitude 37057' 44") (Longitude 107049' 27")
Counties: San Miguel
Length: 2.0 Miles
USGS Quad(s): Telluride
Flow Recommendation: 6.7 cfs (May 1st - July 14th)
2.4 cfs (July 15th - November 30th)
1.9 cfs (December 1 st - April 30th)

Mill Creek ISF RPT.doc
Last printed 01/02/02 9:20 AM
