The statue vests the CWCB with the <br />exclusive to appropriate and acquire instream tlow and natural lake-level water rights. In order <br />to encourage other entilies to participate in Colorado's Instream Flo\'.' Program. the statue directs <br />the CWCB to request instream flow recommendations from other slate and federal agencies. The <br />Bureau of Land Management (BL~l) recommended Ihis segmcnt of East t\.1iddle Fork Parachute <br />Creek to the CWCB for inclusion into the Instream Flow Program. East Middle Fork Parachute <br />Creek is being considered for inclusion into the Instream Flow Program because it has a natural <br />environment Ihat can be preserved 10 a reasonable degree wilh an instream now watcr righl. The <br />BLM is very interested in protecting the streamtlows in this area because in November of 1997, <br />Ihe U.S. Congress transferred management of the Navel Oil Shale Reserve from the Department <br />of Energy 10 Ihe BLM. Congress direcled the BLl\1 to manage the area for multiple uses. while <br />simultaneously protecting thc area's unique resource values. <br /> <br />East ~1iddle Fork Parachute Creek is a tributary of Parachute Creck and is appro:w.:imately 5.4 <br />miles long, It hegins \Vest of the Roan Cliffs. al an elevalion of approximalely 7.980 feet. and <br />terminates at the confluence wilh the Middle Fork Parachute Creek. at an elevation of <br />approximately 6,200 feet. II flows Ihrough federal lands (Naval Oil Shale Reserve which is <br />managed by the Bureau of Land ~lanagement) and private lands. h is localed in Garfield <br />County, The total drainage area of East Middle Fork of Parachute Creek is approximately _ <br />square miles, East Middle Fork of Parachute Creek generally nows in an East to Southwest <br />d irecl ion. <br />
