<br />Based on the above water availability analysis and the requirement of the ewes slaffto balance
<br />the needs of mankind with a reasonahle preservation of the natural environment the
<br />recommended summer and winter Oows of 5.0 cfs and :!.l cfs \.\'erc reduced further. ewcs
<br />staff recommends that the proposed llow rccommendation be changed to 5.0 cfs (April 15 - June
<br />30),2.0 cfs (July 1 - August 31). 0.8 cfs (September I - March 14) and 1.3 cfs (March 15-
<br />April 14). Tables 4 and 5 below show how oncn the new Oow recommendations are available at
<br />the upstream and downstream terminus in orange shading.

<br />Staff reviewed local precipitation data sets from 4 different sires locared around the JQS Gulch
<br />Drainage (see Precipitation Data in Appendix C). These siles include Rangel)'. Rille. Collbran
<br />and Meeker (See Figure 3). Table 6 shows rhe water year and the percent of average
<br />precipitation recorded at each site.
