<br />Table 2 above shows that the summer and winter recommendation of 1.5 cfs is available year- <br />round. <br /> <br />Precipitation Data <br />Staff reviewed local precipitation data sets from 2 different sites located around the Salt Creek <br />Drainage (see Precipitation Data in Appendix C). These sites include Basalt and Glenwood <br />Springs. It is staffs <br />opinion that the 12 years of stream-flow data analyzed is representative of average water-years. <br /> <br />Existing Water Right Information <br /> <br />Staff has analyzed the water rights tabulation and consulted with the Division Engineer Office <br />(DEO) to identify any potential water availability problems. There are several decreed surface <br />diversions located on Salt Creek. The Hashberger Ditch is the senior calling right on Salt Creek <br />and should call at least 2.6 cfs through the proposed instream flow reach when water is available. <br />However, after discussing the above water availability analysis with the DEO and taking into <br />account the existing diversion records and field discharge measurement, the summer/winter <br />recommendation of 1.5 cfs was reduced to 0.75 cfs. Based on this analysis staff has determined <br />that water is available for appropriation on Salt Creek, from Kelly Creek to Hashberger Ditch <br />Headgate, to preserve the natural environment to a reasonable degree without limiting or <br />foreclosing the exercise of valid existing water rights. <br /> <br />- 5 - <br />
