Table 5 shows a slight variation of precipitation between the two relatively close precipitation
sites. It is staff s opinion that the 3 years of stream- flow data analyzed is representative of below
av~rage water-years.

Existing Water Right Information

Staff has analyzed the water rights tabulation and consulted with the Division Engineer Office to
identify any potential water availability problems. There is one decreed surface diversion within
this reach of stream (Riedenaur Ditch). The United States Forest Service does have a streamflow
quantification point (QP53G4) upstream on Garner Creek for 12.4 cfs. Based on this analysis
staff has determined that water is available for appropriation on Gamer Creek, between the
USFS Quantification Point 53G4 and the Gamer Creek Ditch, to preserve the natural
environment to a reasonable degree without limiting or foreclosing the exercise of valid existing
water rights.

CWCB Staffs Instream Flow Recommendation
Staff recommends the Board form its intent to appropriate on the following stream reach:

Segment: Forest Service Quantification Point to Garner Creek Ditch
Upper Terminus: Forest Service Quantification Point 53G4 at
(Latitude 380 10' 53") (Longitude 105047' 24")
Lower Terminus: Gamer Creek Ditch
(Latitude 380 10' 25") (Longitude 105048' 32")
Counties: Saguache
Length: 1.2 miles
USGS Quad(s): Valley View Hot Springs
Flow Recommendation: 1.9 cfs (May 1 st - September 14th)
0.6 cfs (September 15th - April 30th)

Garner_Creek_ISF _RPT_ vl.doc

- 5 -
