STIPULATION

COME NOW the United States of America, by its attol'neys,

and the Applicant, Colorado 'Water Conservation Board, by and
through its attorneys, and herebY stipulate and agree as follows:

1. The inclu~ion of ~~e fo~lowing provisions in the
Referee's rul~ng and decree of 'Court entered thereon will protect
the interests of the United ~t~tes of America:

a. Applicant's rights are subject to all senior
