The Water users and the board recognize that <br />the State of ColoradO has a complex taSk in administering <br />the Rio Grande and its tributaries in order to meet the Obli- <br />gations imposed by the CD~pact. This task is complicated <br />by the terms of the stay of proceedin~s in I~~~~_!U~_~~~ <br />~~~L~~_!~_~~!2~~1~. 391 u.S. 901 (19b8). <br /> <br />C. ln order to minimize the burdens of compact <br />administration. there is a need to retain flexibility con- <br />cerning tne u.e of Rio Grande waters within ColoradO. <br /> <br />D. Pursuant to C.R.S. 1973{ 37-92-102(3)0 as amended. <br />the board is vested With authority on behalf of th~ People <br />of the St~te of Colorado. to appropriate or acquire SUCh <br />waters of natural streams and lakes as may be required to <br />preserve the natural environment to a reasonable degree. <br />The board establ ished water rights (herein "said water right.S") <br />to preserve the natural environment to a reasonable degree <br />witn respect to certain streams in Water 3ivision No. 3 <br />wit~ an appropriation date of August 16. 1982. <br /> <br />~OW.
