The board agrees to subordinate the ~ater rights for the stream,egments llsted in appendix A to certain prac. tices of the ~ater users for the purpose of maximizing the beneficial use of the ~ater available for use in tolora~o u,der the Rio Grande tompact. For the purposes of this stlpulation the term "pre-compact reservoir" shall refer to a reservoir constructed before 1938. Subordination shall m!an that the board's .~ter right shall be treated as junior to the practices specified hereun~er and shall not be used by the boar~ to callout or other.ise obje:t in any adminis- trative or judicial proceeding to the foll~wing: a.
