The Rio Grande Water Users Association (the "Water users") and tne Colorado ~ater Conservation B03rd (the "board") enter into the followin9 stipulation and agreement in recognition of [he ne~d to integrate two goals of the State of Colorado: (I) to provide flexibility in order to maximize the beneficial use Colorado can make of the waters of the Rio Grande available for use by Colorado under the Rio Grande Compact and (l) the establishment and exercise of water rights obtained for the pJrpose of preserving the natural environment to a reasonable degree.
