with the Stipulation entered into by Applicant and Objector,
the Southeastern Colorado Water Conservancy District, and filed
, in this Court on October 15, 1979, the decree to be entered
herein shall not interfere with, and shall be subject to, all
senior decrees of, and exchanges made by, the Southeastern'
Colorado Water Conservancy District for the use and benefit
of ihe Fryingpan-Arkansas Project authorized by Public Law
85-590, 87th Congress, and the ,operation thereof pursuant to

the Operating Principles contained in House Document No. 130,

87th Congress, First Session, nor'shall it be used as the 'basis

of an objection to a change of water right proceedings and ex-

changes initiated by the Southeastern Colorado Water Conservancy

District,.

IT IS FURTIIER ,ORDERED That Applicant shaH instaH

and maintain such water measurement devices, recording devices,

content gauges and inlet and outlet meastlremel\t and recording

devices, as the case may be, as are deemed essential by the

Office of the State Engineer, and the same shaH be i'nstaHed

and operated in accordance'with instructions from said Office.

IT IS FURTHER'ORDERED That copies of this ruling
shall be mailed as provided by statute.
