The ~io Grande :ompact (the "co~pact"l' C.R.S. <br />1~7J. 37-bb-l)l. imposes a duty on the State of Colorado to <br />d~llver wdtcr in the Rio Grande at the Colorado-New Mexico <br />state lin~. ~dministration of water rights on the Rio ~rande <br />~dinstem in :olorado to aSSJre compl iance ~iththe compact <br />obligations has resulted in cJrtailments of divarsions of l <br />water from the Rio Grande. and nas restricted the use of <br />vario,",s Rio Grande Reservoirs. <br /> <br />a. The Water users and the board recognize that <br />the State of Colorado has a complex task in administering <br />the Rio Grande and its tributaries in order to meet the Obli- <br />gations i~lposed by the cnl'Pdct. This task is complicated <br />by the terms of the stay of proceedings in !~~~~_!Q~_~~~ <br />~exico v. Colorado. 3?1 J.S. 901 (19b8). <br />------------------ <br /> <br />c. In order to minimize the burdens of compact <br />administration. there is a need to retain flexibility con- <br />cerning the use of Rio Grande waters within ColoradO. <br /> <br />~. <br /> <br />i <br /> <br />D. PurS.Jant to C.R.S. 1973{ 37-9Z-10Z( 3). as amended. <br />the board is vested With authority on behalf of thp People <br />of the State of Colorado. to appropriate or acquire such <br />~aters of natural streams and lakes as may be required to <br />preserve the natJral environment to a reasonable degree. <br />The board established water rights (herein "said ~ater rightS") <br />to preserve the natural environment to a reasonable degree <br />~itn respect to certain streams in Water Jivision NO. 3 <br />~it~ an appropriation date of August lb. 1962. <br /> <br />~OW.
