RULING OF REFEREE

Pursuant to Order of Referral filed and entered in
the above case on December 29, 1977, the undersigned Water
Refere'e, having investigated the matter of the Application on
file herein, hereby makes the following findings and ruling
thereon:

FINDINGS OF FACT

, 1. That the said Application was filed on December 29,

2,. That the Water Clerk caused publication of such filing
as provided by statute; that the time for filing Statements of
Opp~sition expired on the last day of February, 1978, and that
such,a' statement was filed on February 27, 1978, by Howard
HOlme, Attorney at Law, on behalf of the Southeastern Colorado
Water Conservancy District.
3', That on March 16, 1978, the undersigned Water Referee
re-referred the case to the Water Judge pursuant to the authority'

grartted the said Referee in C,R.S. 1973, 37-92-303(2).

4', That on December 20, 1979, the said District withdrew
