There is no means of diversion. the claim being to a minimum stream flow of 5 cubic feet/second of. water per second of time. in place in the stream bed. e. The date of initiation of such appropria- tion pursuant to the action of applicant under the provision of C.R.S. 1973. 37-92-102(3). and 37-92-103(3).
