This matter comes before the Court upon the application of
the Colorado Water Conservation Board (CWCB), filed with the
Water Clerk on December 27, 1994, for a water right to protect
the natural environment to a reasonable degree. The COULt has
considered the pleadings, the stipulation of the parties and the
evidence presented and, being fully advised in the premises,
hereby enters the following findings of fact, conclusions of law,
judgment and decree,
