3. Facts why application for water rights should not be granted
or why it should be granted only in part or on certain condi-

tion5:

a. The applicant has failed to make a valid appropri-
ation in the amount of water claimed and on the
date of appropriation claimed.

b. The use claimed by the applicant is not benefi-
cial use under the Constitution of the State
of Colorado.

c. The South Platte River and its tributaries are
over appropriated and any additional appropri-
ations will injure this objector as well as
other appropriators.

d. The amount of water claimed by the applicant is
in excess of that necessary to "protect the
natural environment to a reasonable degree".

e. The application does not contain sufficient infor-
mation in order for objectors to state more specific
grounds of objection. Objectors, therefore, reserve
