This matter, having come before the Court on the applica-
tion for water rights of the Colorado Water Conservation Board
("the CWCB") and the Court being fully advised in the premises,
does hereby enter the following Judgment and Decree:

FINDINGS OF FACT AND CONCLUSIONS OF LAW

2. The CWCB filed an application for an instream flow
water right in Case No. 87CW267 on December 21, 1987.

3. A statement of opposition was timely filed by the City
of Greeley and the City of Greeley Water and Sewer Board
("Greeley").

4. The Division Engineer filed a summary of consultation
on March 31, 1988, recommending that approval of this water right
be granted.

5. This matter was re-teferred to the Water Judge on Au-
gust 11, 1992.
