RULING OF REFEREE

Pursuant to Order of Referral filed and entered in

the above case on July 23, 1979, the undersigned Water Referee,
having investigated the matter of the Application on file here-
in, hereby makes the following findings and ruling thereon:

That the said Application was filed on July 23, 1979.

FINDINGS OF FACT

That the Water Clerk caused publication of such fil-

ing as provided by statute; that the time for' filing Statements
of Opposition expired on th~ last day of September, 1979, and
that such a statement was filed by the United States of America
,on September 24, 1979.

3. That on September 28, 1979, an Amendment' to said state-
ment was filed.

4. That on October 17, 1979, the undersigned Water Referee
re-referred the case to the'Water Judge pursuant to the authority

granted the said Referee in' C.R.S. 1973, 37-92-303(2).
5. That a Stipulation was entered into jointly by the
United States of America and the Colorado Water Conservation

Board, Applicant, and'that said Stipulation was filed on October
19, 1979.
