FINDINGS OF FACT, CONCLUSIONS OF LAW, RULING AND DECREE

IN THE MATTER OF THE APPLICATION FOR WATER RIGHTS OF THE
COLORADO WATER CONSERVATION BOARD ON BEHALF OF THE
PEOPLE OF THE STATE OF COLORADO,

IN MEADOW CREEK, A NATURAL STREAM,

IN THE WATERSHED OF THE COLORADO RIVER

IN GRAND COUNTY, COLORADO.

This matter comes before the Referee on the Application
for Water Rights of the Colorado Water Conservation Board
(CWCB) to grant its Application for an instream flow water
right in Meadow Creek.

The Referee has reviewed the Application, has reviewed
all other pleadings in the file, has. made such investigations
as are necessary to determine whether the statements in the
Application are true, and as a r~sult is fully advised in the
premises, and does hereby enter the following Ruling:
