All notices required by law <br />of the filing of this Application have been fulfilled and the <br />Referee has jurisdiction of this Application. Statements of <br />Opposition were filed by the City of Thornton and E~calibur <br />Resources Company. On April 18, 1988, the Division Engineer sub- <br />mitted a Summary of Consultation recommending approval of the Ap- <br />plication. The City of Thornton has stipulated to this decree. <br /> <br />The Referee has made such investigations as are necessary <br />to determine whether the statements in the Application are true <br />and has become fully advised with respect to the subject matter <br />of the Application. <br /> <br />IT IS HEREBY THE RULING OF THE WATER REFEREE: <br /> <br />l.
