The priority herein awarded was filed in the water court in the year of 1987 and shall be administered as having been filed in that year, and shall be junior to all priorities filed in previous years. As between all rights filed in the same cal- endar year, priorities shall be determined by historical date of appropriation and not affected by the date of entry of ruling. The applicant shall install anQ maintain such measuring devices and maintain such records as tne Division Engineer may require for administration of this rignt. Notning herein shall be construed to require the Water Supply anQ Storage Company or the City of Thornton to release from or pass through Long Draw Reservoir any water which has been or is being lawfully stored th~rein, at any specific time or flow rate. Further, this decree shall not be construed to prevent the operation of historically operated exchanges involving Long Draw Reservoir which were decreed prior to the appropriation date of the instr~am flow water right confirmed herein. The water reserved for instream flow purposes by this de- cree, and the water reserved b~ any decree entered in Case No. 86CW376, an application by the united States of America pursuant to the Wild and Scenic Rivers ~ct and P.L. 99-590, shall not be considereQ to be additive or cumulative, nor may the two decrees be "stacked" together in such ~ manner as to increase the total amount of water reserved by either decree individually. It is accordingly ORDEREb that this Ruling sh~ll be filed with the water clerk subject to judicial review.
