4. Proposed terms and conditions:. The following shall
be the terms and conditions of th~s decree:

a. The Colorado-Big Thompson Project has water
rights with a priority date of August 1, 1935, for
the diversion of water by direct flow, storage, and
exchange as specified in Senate Document 80 and
decreed in Consolidated Case Nos. 2782, 5016 and
5017, United States District Court, District of
Colorado and that these water rights are senior to
the ewCB's Instream Flow water right described

b. Releases from Granby Reservoir are made
pursuant to the "Principles to govern the Release
of Water at Granby Dam to provide Fishery Flows
immediately downstream in the Colorado 'River" dated
January 19, 1961;

c. The operation of the Colorado-Big Thompson
Project in accordance with Senate Document 80, the
decrees and Stipulations in Consolidated Cases, and
the "Principles to govern the Release of Water at
Granby Dam to provide Fishery Flows immediately
downstream in the Colorado River" dated January 19,
1961, may result in stream flows which are
insufficient to satisfy the ("filCD's In:;treu.in Flow

d. The ewCB's Instream Flow water right described
