pursuant to the provisions of C.R.S. 1973, 37-92-102(3) and
C.R.S. 1973, 37-92-103(3), (4) and (10) known as Senate Bill
97, and that the purpose .of the appropriation claimed herein
by the State of Colorado is to. insure the preservation of a
minimum stream level to protect. the natural environment to a
reasonable degree.
