It should be understood that this proposed operating <br />procedure is subject to approval by both the CWCB <br />and the District Board of Directors. All of the <br />numbers shown above are preliminary and based upon <br />the best currently available data. Once the <br />reservoir enlargement has been completed further <br />refinements in this proposed operation plan will <br />probably be needed. Operational decisions will be <br />made in consnltation with the CWCB and the Division <br />of Wildlife. <br /> <br />Conclusions <br /> <br />Table 2 attached shows how releases from storage in Black Lakes will <br />serve to augment streamflows in Gore Creek to the benefit of the fishery. <br />In each of the critical years shown, releases from Black Lakes would be <br />sufficient to prevent losses in adult habitat for brown trout through <br />March 15. Normally, streamflows increase by 20 to 30 percent through the <br />month of March and severe cold spells that would significantly reduce <br />flows in the later half of March tend to be short-lived. These factors <br />tend to diminish the risk of using up all of the 300 acre feet of <br />augmentation water by mid-March. There is obviously some risk associated <br />with variations in the pattern of wintertime diversions from year to <br />year. (E.g.. in some years February may be a better ski month than <br />January resulting in more water use in February than is typical.) We <br />believe that the magnitude of these changes will be small and manageable <br />through refinements in the operation of Black Lakes. <br /> <br />Again, it should be recognized that this operational proposal is <br />still conceptual in nature.
