The water u~ers and the board recognize that <br />the State of Colorado has a complex taSk in administering <br />'the Riu Grande ~nd its tributarie~ in order tu'meet the Obli- <br />gations imposed by the tnmpact. In order to minimize the burdens of compact <br />administration. there i5 a need t~ retain'flexibility con- <br />cerning the uie of Rio Grande waters within tolorado. <br /> <br />D.
