The water u~ers and the board recognize that <br />the State of Colorado has a complex taSk in administering <br />'the Riu Grande ~nd its tributarie~ in order tu'meet the Obli- <br />gations imposed by the tnmpact. In order to minimize the burdens of compact <br />administration. there i5 a need t~ retain'flexibility con- <br />cerning the uie of Rio Grande waters within tolorado. <br /> <br />D. Pursuant to C.R.S. 1973{ 31-9l-l0Z( 31. as amended, <br />tne board is vested With authority on behalf of the People <br />of the State uf Colorado, to appropriate or acquire suCh <br />",aters of natural streams and lakes as may be required to <br />preserve the natural environment to a reasonable degree. <br />The board established water rights (herein "said ",ater rightS"1 <br />to preserve the natural environment to a reasonable degree <br />",itn respect to certain streams in water Jivision No. 3 <br />wit~ an appropriation date of August lb. 1981. <br /> <br />NOW, THEREFORE. in consideration of the foregoing. it <br />is agreed by and between the water Jsers and the ~oard as <br />f~llows: <br /> <br />1.
