. 5. That on November 25, 1980, the Applicant and the United States of America filed a Stipulation in the matter. 6. That on November 26, 1980, the Water Judge remanded the case to the undersigned Water Referee and directed that the terms of the aforesaid Stipulation be incorporated into the ruling to be made by the said Referee. 7.
