pursuant to the provisions of C.R.S. 1973, S7-92-102(3) and
C.R.S. 1973,37-92-103(3), (4) and (10) knolffi as Senate Bill
97, and that the purpose of the appropriation claimed herein
by the State of Colorado is to .insure the preservation of .a
minimum stream level to protect the natural environment to a
reasonable degree.
