<br />CATEGORlCAL EXCLUSION CHECKLIST <br />U.S. Bureau of Reclamation, Upper Colorado Region <br /> <br />Date: <br /> <br />14 Oct. 2004 <br /> <br />Project: <br /> <br />Steamboat Lake, Colorado Water Contract Lease and Sublease <br /> <br />Nature of Action: The water contract No. 04- WC-40-9050 is between Reclamation, the US Fish <br />and Wildlife Service, the Colorado Department of Natural Resources, Division of Parks and <br />Outdoor Recreation, who own Steamboat Lake storage water rights, and the Colorado Water <br />Conservation Board, owners of the exclusive right to use the Steamboat Lake storage water right <br />for instream flow uses. Each year the contract is in effect, the Fish and Wildlife Service shall <br />notifY the other parties of its desire to lease water from Steamboat Lake. No water shall be <br />released is at anytime Steamboat Lake Reservoir water elevations measure below 8036 feet <br />between July 1 and August 15 and 8035 feet between August 16-0ctober 31. Reclamation <br />provides funding to Colorado Water Conservation Board and Colorado Department of Natural <br />Resources to lease their water from Steamboat Lake to be used to benefit downstream native fish. <br />The contract specifications are that when possible, during the period July I-August 15, no more <br />than 25 cfs shall be released from Steamboat Lake and during the period August 16-0ct. 31, <br />releases shall be made at a specific rate to the extent practicable for the endangered fish recovery <br />implementation program. <br /> <br />Exclusion Category: 9.4.0.4. approval, execution, and implementation of water service contracts <br />for minor amounts of long-term water use or temporary or interim water use where the action <br />does not lead to long-term changes and where the effects are expected to be localized. <br /> <br />Evaluation of Criteria for Categorical Exclusion <br /> <br />1.
