Also attached are copies <br />of correspondence (Attachment I) between the CWCB, State ParkS <br />and John Fetcher to substantiate Table 1. <br /> <br />On October 29, 1990, a meeting was held with the DNR, CWCB, <br />CDOW and State Parks and Outdoor Recreation (SPOR) to discuss <br />the available leasing and donation options of state water <br />rights for the Recovery Program. A major issue which must be <br />resolved prior to acquiring any of this water is whether or not <br />water can be released from a reservoir under its existing <br />decree, or whether the decree needs to be changed in water <br />court to reflect the instrAam flow use for endangered fish and <br />include identification of a specific location for the water to <br />be delivered. <br /> <br />The committee needs to decide whether or not any or all of <br />these leases and donations are worth pursuing any further. Any <br />lRgal and pOlicy issues should be formulated and addressed.
