<br />Although I bave publicly endorsed the Stagecoach Reservoir site plan
<br />before the Senate Agriculture Committee, and this morning before the
<br />Water Coriservation Board, I thought it might be a good idea to give
<br />you a letter endorsing the site plan as it was presented this morn-
<br />ing to the Water Conservation Board, by Bill McDonald. I believe
<br />the conceptual plan is sound. I commend the Water Conservancy Dis-
<br />trict for your foresight in putting together an excellent plan, and
<br />thinking in specific terms about the future recreation management of
<br />the reservoir when it is built.

<br />The "agTeement" we reached on February 29, about future Division of
<br />Parks and .Outdoor Recreation management of the reservoir was not in-
<br />cluded in .Bill McDonald's report to the Senate or to the Board. I
<br />don't disagree with this since the responsibility for management
<br />should fall clearly to the Conservancy District -or to a third
<br />party you might designate. According,\<> our "agreement" we agree to
<br />manage the recreational features of the reservoir if the following
<br />conditions are met:
<br />
<br />1. A campground of at least one-hundred units with
<br />appropriate support facilities be constructed at no cost
<br />to tbe state,
<br />
<br />2. Administrative facilities be made available to the
<br />Division of Parks and OUtdoor Recreation in the project
<br />area without cost to the state.
