Even though George Smith had mentioned to me that they would be requesting a release in the next week or so, I was surprised to learn the releases had already been made. I just spoke with Bob Muth and Angela Kantola (George is on vacation) and they are going to forward the release info to me so I can provide the letter to Plaska. When you and George get back in the office, we should discuss our contact procedures. CWCB should be notified at the same time releases are requested from Parks so we can monitor and protect the releases to and through the Critical Habitat Reach. Here's the language from our new lease: 7. Contact Procedures. The Service will review flows at the Maybell gage weekly during August, September, and October and determine if a release is needed. If a release is needed, a Service representative will notify the CWCS and Parks in writing to request a release of a specific amount and/or rate of release, Parks will notify the CWCS and the Division Engineer immediately of said release so that it can be administered to and through the occupied habitat on the Yampa River. 8, Administration of Releases. The CWCS and the Division Engineer shall take such actions as may be necessary to put the released water to beneficial use and assist in the recovery of the endangered fish in the Yampa River. The CWCS shall take such actions as are necessary to prevent the diversion of the released water at any point downstream of Steamboat Lake. Also, have you seen a signed lease agreement come back from the Service yet? George told me that Reclamation and the Solicitor were OK with the proposed lease, but I haven't seen the final document yet. Talk to you soon.
