Dear Ms. Matthews:

This letter is in response to your request to approve a plan of operation to release water from
Steamboat Lake in order to comply with the terms of a lease with the U.S. Fish and Wildlife Service.
The purpose of the lease is to provide 2,000 acre-feet of water during the month of October in the
Yampa River between Hayden, Colorado, and the eastern boundaxy of Dinosaur National
Monument. The water would enhance habitat conditions for the endangered fish in this reach of
the river.

I can approve your proposed plan of operation for this year subject to the following
conditions :

1. There will be no export of water, and the water is not needed in Colorado so there will
not be injmy to other vested water rights.
