Colorado 80203 <br />(303) 866-3581 <br />FAX [303] 866-3589 <br /> <br />Ms. Laurie Mathews, Director <br />Division of Parks and Outdoor Recreation <br />1313 Sherman Street, Room 618 <br />Denver, CO 80203 <br /> <br />Dear Ms. Matthews: <br /> <br />This letter is in response to your request to approve a plan of operation to release water from <br />Steamboat Lake in order to comply with the terms of a lease with the U.S. Fish and Wildlife Service. <br />The purpose of the lease is to provide 2,000 acre-feet of water during the month of October in the <br />Yampa River between Hayden, Colorado, and the eastern boundaxy of Dinosaur National <br />Monument. The water would enhance habitat conditions for the endangered fish in this reach of <br />the river. <br /> <br />I can approve your proposed plan of operation for this year subject to the following <br />conditions : <br /> <br />1. There will be no export of water, and the water is not needed in Colorado so there will <br />not be injmy to other vested water rights. <br /> <br />2. The Division will obtain <br />use of instream flows to the present <br /> <br /> <br />cree for Steamboat Lake which will add the <br /> <br />3. The water released will be assessed a transportation charge of 10 percent. The amount <br />of water reaching Dinosaur National Monument will be 1,800 acre-feet, assuming that 2,000 acre- <br />feet are released. ' <br /> <br />If you need to operate the proposed plan next year and you have not obtained Water Court <br />approval by that time, please submit a written request at least one month prior to the date that the <br />operation is expected to begin.
