<br />EXHIBIT VIII-V <br /> <br />JOI:3 SITE INTERVIEWS <br /> <br />A. Person performing interviews should be knowled'geable of labor standards procedures. <br /> <br /> <br />B. Understand that labor standards enforcement is in the same category as other contract requirements. <br /> <br />C. That failure of contractors to comply requires adjustments and may result in the imposition of sanctions. <br /> <br />D. The inspector should see that the wage determination and notice to employees is properly posted. <br />E. Number of employees interviewed should be <br />(1) sufficient in number to establish the degree of ac:curacy of records <br />(2) and be representative of E.!! classifications of employees on project <br /> <br />F. Place of interview <br /> <br />(1) on job if it can be conducted properly and privatElly (this is a one-on-one process) <br />(2) employee's home <br /> <br />(3) agency's office <br />(4) by mail <br /> <br />G. The interviewer should observe duties of workmen before initiating interview <br />H. To initiate interview authorized person shall <br /> <br />(1) properly identify themselves <br /> <br />(2) clearly state purpose of interview <br /> <br />(3) advise worker information given is confidential, and that their identity willlJe disclosed to the employer only with <br />the employee's written permission <br /> <br />I. Employee interviews are to be recorded on HUD Form 1': - the intel'/iewer should pay particular attention <br />(1) to make sure they get actual employers name and not the name of a first line supervisor <br />(2) to the employee's full name <br /> <br />(3) to the employee's permanent mailing address <br /> <br />(4) the last date the individual worked on tha': projec', and number of hours worked that day - the interviewer <br />should make it clear that these questions solely relate to work on project and not on other work <br /> <br />VIII-V-1 <br /> <br />(Revised 5199) <br />
