The Colorado River Water Conservation <br />District (CRWCD), while not a water supplier or user, is involved in water <br />development within the study area and is a sponsor of this study. Therefore, <br />a brief discussion of that entity and its interest in the study area is also <br />presented in this chapter. <br /> <br />A more detailed descri pt i on of water suppl i ers, thei r facil iti es and <br />their operating practices is presented in Appendix B. <br /> <br />3.2 WATER SUPPLIERS AND USERS <br /> <br />For the purpose of discussion, water suppliers and users have been <br />classified by the predominant purpose they serve. The following categories of <br />water use have been established to describe the water suppliers and users in <br />the Study Area: regulatory, hydroelectric, agricultural, and municipal and <br />industrial (M&I). The term "regulatory. was coined to describe the Federal <br />facil ities constructed to regulate streamflow to meet Lower Colorado River <br />Basin compact commitments during dry periods without curtailment of water use <br />in the Upper Basin. Although the Aspinall Unit produces a significant amount <br />of hydroelectric power, it is classified herein as a regulatory system because <br />it was constructed primarily to regulate Gunnison River flow. The Aspinall <br />Unit is owned and operated by the United States Bureau of Reclamation (USBR). <br /> <br />The only commercial hydroelectric system in the study area is the 700 <br />kilowatt (kw) Ouray Hydroelectric Facility. The Rocky Mountain Biological <br />Laboratory operates a microhydro station but it generates power for internal <br />consumption only. <br /> <br />3-1 <br /> <br />m 10003155 <br />
