The Concluding Report <br />for the Upper Gunnison Project (USBR, 1973) was published in 1973. None of <br />the proposed facilities have been constructed to date. <br /> <br />1.2 STUDY AUTHORIZATION <br /> <br />In 1981 the Colorado General Assembly enacted Senate Bill 19, which <br />created the Colorado Water Resources and Power Development Authority <br />(Authority). The specific provisions of the Colorado Water Resources and <br />Power Development Authority Act are documented in Title 37, Colorado Revised <br />Statutes 1973, as amended, parts 37-95-101 through 37-95-114. The Authority, <br />by law, is a political subdivision of the State and not an agency of State <br />government. Members of the Authority's Board of Directors are appointed by the <br />Governor with confirmation by the Senate. There are nine board members: one <br />from each of the eight major drainage basins in Colorado, and a ninth <br />representing the city and county of Denver. <br /> <br />The General Assembly created the Authority for the primary purpose of <br />aiding in the planning, design, financing, and construction of water and <br />hydroelectric power projects that will put Colorado's water supplies to <br />beneficial use. To implement this, the Authority has been empowered, under <br />the specific guidel ines in the law, to issue revenue bonds for financing of <br />such projects. <br /> <br />The Authority, at the request of the Upper Gunnison River Water <br />Conservancy District and the Colorado River Water Conservation District, <br />authorized the Phase I Feasibil ity Study for the Upper Gunni son-Uncomprahgre <br />Basin. The Authority entered into a contract with HDR Engineering, Inc., on <br />June 5, 1987 to carry out the study. Work on the study began accord i ng to <br />schedule on June 8, 1987. <br /> <br />HDR assembled a team (the Study Team) consisting of in-house personnel <br />plus the following subconsultants to perform special ity areas of the Study <br />under HDR leadership: <br /> <br />j <br /> <br />I 10003134 <br /> <br />1-3 <br />
