Specifically, this responds to a Facsimile <br />Cover Letter dated September 11, 1995, from Mr. David A. Guetig. P.E.. Project Manager, Greenhorne <br />& O'Mara, Inc., regarding the effective FIS report and Flood Insurance Rate Map (FIRM) for the City of <br />Aurora, Colorado. Mr. Guetig provided additional information to support a June 26, 1995, request for <br />a Letter of Map Revision (LOMR) from Mr. Darrell R. Hogan, P.E., Director of Public Works, City of <br />Aurora. Mr. Hogan requested that .the Federal Emergency Management Agency (FEMA) revise the <br />effective FIRM to reflect the effects of the bridge crossing Sand Creek at Buckley Road and channel <br />modifications along Sand Creek from Buckley Road to just upstream of East Colfax Avenue. This request <br />follows up on a Conditional Letter of Map Revision, which was issued on July 18, 1994. <br /> <br />All data required to complete our review <if this request were submitted with Mr. Hogan' s June 26 letter <br />and with letters dated August 4 and September 11, 1995. from Mr. Guetig. Because this LOMR shows <br />the effects of a publicly sponsored flood-control project that reduces flooding to existing development, fees <br />were not assessed for the review. <br /> <br />We have completed our review of the submitted data and the flood data shown on the effective FIRM, and <br />have revised the FIRM to modify the elevations, floodplain and floodway boundary delineations, and zone <br />designations of a flood having a I-percent chance of being equaled or exceeded in any given year (base <br />flood) along Sand Creek from approximately 2,000 feet upstream of Chambers Road to approximately <br />3,500 feet upstream of East Colfax Avenue. <br /> <br />The base flood elevations (BFEs) generally decreased along the revised reach, with a maximum BFE <br />decrease of approximately 2 feet occurring approximately 200 feet upstream of Buckley Road. A more <br />detailed analysis of the existing topographic conditions downstream of the channel modifications resulted <br />in increased BFEs from approximately 3,400 feet downstream to approximately 2,600 feet downstream of <br />Buckley Road, with a maximum increase of approximately 1 foot occurring approximately 2,900 feet <br />downstream of Buckley Road. The channel modifications resulted in increased BFEs from approximately <br />400 feet downstream to just downstream of Bast Colfax Avenue, with a maximum increase of <br />approximately 4 feet occurring allProximately 150 feet downstream of East Colfax A venue. The property <br />affected by the BFE increases resulting from the channel modifications is located within the drainage <br />easement for Sand Creek. <br />
