Acqu.isition of Direct Flow and/or Reservoir Sources <br /> <br />a. Select direct flow sources which could provide water <br />to the communities <br />b. Determine current market price of these rights <br />c. Evaluate transferability (amount of water realized after <br />a change in point of diversion and change in use) <br />d. Determine quality of water from existing data <br />i. Develop treatment schemes based on current and future <br />drinking water standards <br />ii. Evaluate state of the art treatment schemes <br />iii. Determine plant sizes and enlargement capabilities <br />iv. Determine cost of systems (land, design, construc- <br />tion, transmission, storage, operation and main- <br />tenance) . <br />v. Compare to existing costs <br />e.
