<br />A minilllum of hlo storilge reservoirs is recommended for the NCU!1A system. One <br /> <br />of these should be located near the treatment plant. It would serve as all <br /> <br />emergency reser've r1ur i ng treatment pI iln t repai r. However, the mai n funct i 011 <br /> <br />of this reservoir I'/ould be to ilssist in the operiltion of the treiltment plant. <br /> <br />The plant could be set at a constant production level for a period of days, <br /> <br />and the reservoir Nould supply the daily fluctUCltiollS in deluand. This <br /> <br /> <br />reservoir should be initially sized fur 10 I.m I~hich Ivould be adequilte through <br /> <br />1990. Subsequent additions to the storage capacity could be constructed along <br /> <br />with t,"eatment plant additions. The 10 r.:G capacity would provide 4 hours of <br /> <br />emergency storage during a maximum d'lY demand in the year 1990. It must be <br /> <br />pointed out, however, that the NCD~A does not propose to provide a large <br /> <br />amount of storage for its users. The llCDHA would only pro,ide the water for <br /> <br /> <br />its members and each member would be l'esponsible for providing ts own faci 1- <br /> <br /> <br />ities for the distribution of the water. This includes storage capacity for <br /> <br /> <br />fire protection, emErgency reserve, and equalization. <br /> <br />The second reservoir should be located near the end of the transmission line <br /> <br /> <br />to provide surge (~Iater ha:n!08r) control. This tank is necessary because the <br /> <br />flo~1 of water from the tl"eiltment pI ant and nearby storilge resr~rvoir cannot be <br /> <br /> <br />instantaneously shut off. Without the surge tank, ~/ater harr.!~er could create a <br /> <br /> <br />pressure surge in the transmission line and cause it to burst. <br /> <br /> <br />The size of this surge tank could be very small since its sole function is to <br />dissipate high pressure waves in the transmission line. Ideally~ the NCDHA <br />could rent a small amount of storage in one of the member's ~torage tanl:s. <br />Evans would he a good location for a surge tank since it would be one of the <br />last memher to ,"cceive wilter from the transmission line. for purposes of this <br /> <br />H <br /> <br />I r <br />
