..0

costs for treat ing the water, salaries for all employees of the NCm11\, and all

treatment plant, storage and transmission line maintenance dnd repair costs.

PARTICIPANTS

As pt'esently conceived, the NCDI'IA would consist of the towns of Berthoud,
Loveland, Windsor, Gilcrest, Platteville, LaSalle, Evans, Ault., JohnstOltn,
Greeley, Ft. Lupton, Eaton, Central Weld County Wate," District (CWCWD), and
the Little Thompson Valley Water District (LTVWD). These are all legally
incorporated municipal or quasi-municipal agencies. These entities lie in, or
near, the South Platte River Basin and primarily l'lithin the boundary of the
Northern Colorado Water Conservancy District (NCWCD). The NCDWA would
pr imari ly funct ion ~Ii th in the borders of the NCIJCD, but if expans i on of the
existing municipality should take place outside the borders of the NCWCD, the
delivery of wate. could be made through the municipality. Large private water
users, such as Kodak of Colorado and the Public Service Company could also use
NCDW/\ water. However, in accordance with enabling legislation, the sale of
this water would have to be made througll one of the participating governmental
agencies.

Although the NCDl-IA as proposed herein ~lOuld not include ill 1 the communities
within the service area of the NCWCD, provision could be made to expand the
service a,'ea of the NCD\iA to include these communities. The consent to
purchase water in this way would have to bc granted through contractual
negotiation by the existing members of the NCDWA.

5

I r
