The highly success-

ful Northern Colorado Water Conservancy District is composed of a collection

of ditch companies, municipalities, water districts, etc. They joined togetller
for the purpose of forming a single entity capable of supplying irrigation
water to each i nd i v i du a I part i c i pant. At the time of its concept ion, the
individual users realized that tl,e project was too large and expensive to take
on individually, but throu~h the cooperation and financial support of all the
users, it \'/Ould be red~ible. Thus, the liCHCD was formed, and the Colorado-8ig
Thompson Hiller Project was under.taken. The NC\'iCD and the Co 10rado-Big Thompson

Pr'oject have both withstood the test of time and are still successfully

operating. As a )"esull, the individual users al"e receiving water and benefits
that would r,ot have been possible without the cooperative efforts of the total

group. Subsequently, the Nc\;CO lIas bcen expanded and nml serves. rural and

municipal domestic water needs as well as industrial development.

The Norlllf!l.n Color'Hlll Domestic I~ater Autho,-ity, as proposed, would like the

NCHCD be too larlJc and expensive to be undertaken by one community. 1\00~ever,

3
