Reference Checks on Firms Submitting SOQ's -- Weld County
Water Project

The following questions are those we agreed to last week as the key issues
to be covered in reference checking:

1. Did you have any particular problems associated with the project
that this firm did for you?
2. Does the project work as intended?
3. How is the firm to work with? (e.g., are they reliable, easy to
communicate with, accessible, etc.)
4. Was the project completed on time?
5. Was the project completed within the budget?
6. Was the contract honored? Were amendments necessary?
7. Would you hire this firm again?

Other points:

1. Make sure that reference checkers talk to the right people --
i.e., somebody in the water department, as well as manager's
office.
2. You will act as the clearinghouse for information on references.
3. References will be checked by 1/26/89, and RFP's will be sent to
those firms who clear this stage. We will meet again 2/23/89 to
distribute submitted proposals, to develop evaluation criteria,
to schedule interviews, and to discuss questions for the
interviews.
4. Keith and I will develop the RFP. It will consist of the problem
statement developed for the SOQ's, with a request for a statement
on scope of services and a staffing plan.

You have the assignments of those who will check each firm. I believe
this covers everything we agreed to at the last meeting.
